Seats
Most 3 wheel double buggies are initially single pushchairs, but some models can be converted to accommodate a second seat or carrycot with adapters (these are more commonly found in tandem buggies). Some models allow you to add an extra board to older children who are able to walk but require a little help.

It can accommodate a massive 30 seating configurations and includes a built-in ride-on board for older kids who prefer walking plus a 'cinema seating' mode that raises the back seat to allow for better visibility.
Alternately, the phil&teds dots is a brilliant single buggy that is available from day one that is able to easily be adapted to take 2 (or 3!) in various configurations. This is especially useful for parents who have children in a car. The frame can be adapted to a wedgie, which allows for the most optimal lying-flat position. Also, car seat adapters that fit a wide range of brands.
Suspension
The quality of the suspension in a 3 wheel double buggy is vital to how it is easy for you and your baby/s to push. A smooth ride is essential as babies can feel every bump on the road, particularly if it's on rough terrain such as grass or paths that aren't paved. Some models have front tires that lock to aid in maneuvering and navigating obstacles like curbs.
Some models have tyres with air filled that are ideal for all-terrain riding, but they are susceptible to punctures. Be sure to keep an extra set of tyres in the trunk. Some models have gel-filled or foam-filled tyres that are designed to absorb bumps. They can be less likely to puncture, however they could cause discomfort for your child should you choose to jog.

The Joie Evalite Duo, a lightweight stroller that can accommodate twins from birth, and is world-facing with a lie-flat seat it's a different kind of stroller. The frame's clever design expands widthways to accommodate the additional seat but it still only weighs around 11kg, which makes it easy to lift and maneuver. It can also take the form of a car seat or a carrycot, allowing you to get the best of both worlds and it will help your budget in the future since you don't have to invest in another buggy right away.
